Elaine Rose Penn currently holds the position of Director of Outreach and Elder over Pastoral Care ministries for the Pilgrim Rest Baptist Church. She is a former administrator with a local charter school for 10 years; she has served on the Vision Team for the federal 21st CCLC Afterschool Program for the State of Arizona for nearly 15 years and has extensive experience in the development and administration of after school programs. She has also served as a former principal of a chartered alternative high school here in Phoenix. During her tenure, she successfully led one of the schools in that charter through the re-accreditation process, and successfully led a second school – an online high school – to candidacy for accreditation. She is CEO of a non-profit that trains rural pastors and leaders in Biblical Studies in Mmwbe, Uganda; and currently pursuing a doctorate in Education from Northcentral University, with an emphasis in instructional design.
